I have the honour to request authority under

Colonial Regulation No.293 to write off the sum of $50.00 which

was stolen from a safe in the Imports and Exports Department

during the Chinese New Year holidays, between the 30th January

and 1st February, 1930.

The Police report goes to show that the theft

was in all probability committed by an office coolie who picked

the lock of the safe. There is suspicion, but no evidence

which would render a conviction possible, and I have therefore

taken no steps beyond ordering that the services of the suspect

shall be dispensed with after due notice. I am satisfied that

the loss cannot be attributed to carelessness on the part of

the Departmental Officers concerned.

In this connection I have to state that no

general authority in matters of this nature, such as is

contemplated by Colonial Regulation No.293, appears to have

been granted to the Governor of this Colony and to suggest, with

the concurrence of the Acting Colonial Auditor, that such

general authority up to a limit of $500 might now be given.
